Background

Maelstrom is one of Night City’s most violent and technologically extreme gangs. The organization is known for its extensive use of cyberware, body modification and illegal military technology, as well as its willingness to employ extreme violence in pursuit of its interests.

Unlike gangs whose identity is built around territory, family or tradition, Maelstrom’s culture is heavily influenced by technological augmentation and the rejection of conventional social norms.

In 2077, the gang was divided by an internal power struggle between Royce and Dum Dum, with both attempting to establish control over Maelstrom.

The conflict eventually ended with Dum Dum’s victory and Royce’s death.

Dum Dum consolidated Maelstrom under a single leadership and began restructuring the organization without abandoning its violent culture or obsession with cyberware. Patricia became his second-in-command, maintaining influence over the gang’s more aggressive elements.

Under Dum Dum’s leadership, Maelstrom expanded its involvement in manufacturing, weapons trafficking and the production of illicit substances, becoming an increasingly valuable industrial partner to the Cartel.

Organization

Maelstrom operates through a centralized gang structure under Dum Dum’s leadership. Unlike the Valentinos, whose organization is divided into numerous factions with considerable autonomy, Maelstrom’s internal structure is more directly controlled by its leadership.

Individual crews operate specialized operations, including weapons distribution, security, drug production, cyberware trafficking and other forms of black-market commerce.

Culture

Maelstrom is defined by its rejection of conventional human identity and its embrace of extreme cybernetic modification.

Cyberware is not merely a tool within the organization; for many members, it represents status, power and personal transformation.

Violence, intimidation and technological superiority form the foundation of Maelstrom’s reputation.

Despite their brutality, Dum Dum’s leadership introduced a greater degree of discipline and organization to the gang, allowing Maelstrom to function as a reliable criminal enterprise rather than simply a collection of violent extremists.
