Background

The Hustlers were established in 2072 by Dexter DeShawn as an independent narcotics distribution network operating outside the control of Night City’s major gangs.

Rather than competing for territory, the organization focused on identifying underserved markets and establishing reliable supply chains. This strategy allowed The Hustlers to expand rapidly during the Valentino–Maelstrom conflict, when widespread violence disrupted the existing drug trade.

By 2077, The Hustlers had become the largest independent narcotics organization in Night City outside Dogtown and the major gang structures. Their network consisted primarily of dealers, suppliers, smugglers, and logistics personnel operating across multiple districts.

The arrival of Aaron Waines in 2075 significantly expanded the organization’s access to Dogtown and strengthened its supply network.

Following the formation of the Cartel, The Hustlers retained their organizational identity while becoming one of its principal constituent organizations.

Organization

Unlike traditional gangs, The Hustlers were built around business rather than territory. Their influence came from their distribution network, customer base, suppliers, and ability to maintain a consistent flow of product throughout Night City.

Their structure eventually became an important foundation for the Cartel’s wider distribution and logistics network.

Reputation

The Hustlers developed a reputation for reliability, discretion, and professionalism. Violence remained part of their operations, but unlike Maelstrom or other gangs, it was generally regarded as a means of protecting business rather than an expression of identity.
